If I were an employee reading that letter, I would infer another shoe is dropping. The letter doesn’t imply good or bad news. It simply makes a factual statement.

I don’t entirely understand it. But in California, Indians and their tribes are very well protected! Pretty much untouchable! When I saw the headline, I smiled and then laughed because of what I know here in California. :)
